Skill Recharge
I'm having difficulty finding the answer to this question and so I thought I'd ask the fellow members of this forum...
What is the difference between an item that says, "Halves skill recharge (chance xx%)" and an item that says, "Improves skill recharge (chance xx%)"? I would assume that this also applies to the items with a similar effect on casting speed. I suppose that the ultimate question is -- Just how much does "improves" mean? Thank you all in advance... |

Before a recent update: "Improves skill recharge (chance: xx%)"
After a recent update: "Halves skill recharge (chance: xx%)" They just fixed the wording. |
